The Ministry of Environment's environmental open data platform- data.moenv.gov.tw (hereinafter referred to as Data.MOENV), with it's integration of the data display and application underlying framework, provides users the opportunity to download past records as well as real-time data through a single URL. In other words, we merged the "OpenData.EPA" and the "Environment Resource Database (ERDB)" into one single platform- Data.MOENV, enabling users to acquire environmental related data more efficiently.

 

Data.MOENV platform is established under MOENV's "Environmental Resource and Database Integration Plan" and the National Development Council's subplan of "The 4th phase e-government program (2012~2016)". Data.MOENV also continuously follow the strategic goals according to the 5th phase e-government program, aiming to integrate all future environmental data and resource possessed by environmental related departments and affiliated units, forming the "Environment Cloud" which provides assistance for internal data analysis application as well as data inquiry services for other government entities, industry and academia units, and civilians while following regulatory compliance.

 

The planning of both the Data.MOENV platform and the Environmental Cloud plan will follow three main objectives:

1. Open data transparency, maximizing the added value of data application: According to the type of each data, all data will be sorted into two categories- free access to all individuals and limited access only open to those who applied. Data being open and accessible to use enables all citizens to participate in the application of data, facilitating people to come up with new solutions and plans for different circumstances, resulting in a society which accomplishes social innovation and public decision making.

2. Linking up with the governance internet, optimizing the quality of decision making: Optimize each administration and governance decision through calculation and analysis based on accessible data, making problem solving easier than before.

3. Integrated functions with innovative services: For example, the real-time smart monitoring and applying of environmental data.
